"Energy bill 87.4% lower" - Scheme, the state will cover 50% of the

50% of the costs for renovating an apartment according to energy efficiency principles will be covered by the state. This is one of the support schemes provided for in the Long-Term Strategy for the Renovation of the Building Stock, with the aim of achieving the objectives of reducing energy consumption and decarbonizing the construction sector by 2050.

According to the document published in the Official Gazette, the support of 50% of the necessary investment value will bring a significant increase in indicators related to the feasibility of the investment. Meanwhile, cost-effectiveness will be reflected respectively in the savings obtained from the state budget due to the reduction of subsidized energy and in the end consumer, respectively in the savings obtained on the electricity bill.

Applying energy efficiency measures in buildings reduces energy consumption by up to 87.4%. The Long-Term Building Stock Renovation Strategy provides accurate data on how thermal insulation and other interventions affect energy costs in an apartment located in the city of Tirana, which coincides with the A climatic zone of Albania, which has the largest number of buildings and residents, according to Cenist 2023. The building selected to be part of the analysis is a family apartment built in 2010, consisting of a living room and kitchen, 2 bedrooms, 1 hallway and 1 bathroom, with an area of ​​80 m2.

According to scenario 1, where the interventions consist of thermal insulation of walls, thermal insulation of roof and floor and replacement of windows with high-efficiency windows, energy consumption is reduced by 46.8% compared to the baseline scenario. The reduction goes to 53% if, in addition to the above interventions, the lighting system and heating system are also replaced with an efficient heat pump system. Meanwhile, if solar panels for water heating and photovoltaic panels for self-production of electricity are added, energy consumption is reduced by 87.4%. “It is clear that the transition from the baseline scenario to scenarios 1, 2 and 3 brings significant benefits in terms of energy consumption, optimistic indicators of financial sustainability”, the document states, among other things.

According to the strategy, decarbonizing the construction sector requires a total investment of 24 billion euros by 2050.
