What are agricultural commercial receipts? - Stone: Collateral can be placed on stored or in-process products

Farmers will be able to use agricultural products, still unharvested or in storage, as collateral to obtain financing.
The draft law on commercial receipts for agricultural products was reviewed by the Committee on Legal Affairs and Public Administration, where Deputy Minister of Agriculture, Fatmir Guri, explained that the initiative aims to formalize the relationships that currently exist in practice between farmers and entities that finance or support them. The commercial receipt is expected to be issued online through e-Albania, to be registered electronically and to have the power of an executive title.
" The law provides for two main instruments. The first is the commercial receipt on the future agricultural product. This relates to the moment when the product has not yet been harvested or produced, but there is a real price of production. The farmer can use the product that is expected to be realized as the basis for financing, to obtain inputs or other economic support.
"The second instrument is related to stored agricultural products. In this case, the product produced and stored in the warehouse can be used as collateral for financing, giving the farmer more opportunities not to sell the production immediately, especially in periods when the market does not offer a favorable price," said Guri.
Meanwhile, the committee also reviewed the draft law for the ratification of the agreement between Albania and Germany for technical cooperation 2025. Deputy Minister of Agriculture, Tana Kika, focused on the modernization of official control, strengthening laboratory capacities and establishing risk-based inspection systems.
"Official control procedures will be modernized, laboratory capacities will be strengthened, modern inspection systems based on risk analysis will be developed. Inspectors, veterinarians, laboratory specialists, public administration will be trained according to the best practices of member countries. One of the most important projects is the infrastructure investment supported by the World Bank, which foresees the construction of seven laboratories. One of them will be in the Fier region and will be equipped according to European standards, including pesticide control ," said Kika.
Both initiatives are related to efforts to strengthen the agricultural sector, on the one hand through easier access to financing for farmers and on the other hand through increased food security and approximation with European standards.
