Energy, a condition for the sale or rental of housing - Owners must be provided with an energy performance certificate
Anyone who is going to sell or rent a flat must be provided with the energy performance certificate, as otherwise the transaction cannot be carried out. Everything is defined in the draft law "On energy performance in buildings", which was issued for public consultation by the Ministry of Infrastructure and Energy. This means that after the deed of sale, without this document registration in the mortgage cannot be done. Also, without this certificate, a notarial act of leasing cannot be done.
"Energy performance certificate" is a document issued by the energy auditor, where the energy performance of a building is determined, or in other words its energy class, ranging from A+ to G. The energy performance of a building is determined based on the calculated consumption or measured energy and reflects a typical use of energy for space heating and cooling, domestic hot water, ventilation, integrated lighting and other technical building systems. The lower the energy consumption, the more efficient the apartment. Meanwhile, in order to reduce energy consumption, a series of measures should be applied, starting with thermal insulation, double-glazed windows, lighting with LED lamps, the use of household appliances that do not consume a lot of energy, etc.
The imposition of this obligation is aimed at increasing the energy performance of buildings, consuming less energy and thus reducing greenhouse gas emissions into the atmosphere. This, since an efficient apartment is sold or rented more expensively than an apartment that does not perform well from an energy point of view.
