Electricity, the 6th public company is established - Functions, will manage the support schemes for solar, wind and water energy
The Renewable Energy Operator will be the only public company that will operate in the electricity sector. In addition to the 3 companies that are part of the OSHEE Group, the Albanian Electric Corporation and the Transmission System Operator, the government has approved the decision that paves the way for the creation of the new company.
The Renewable Energy Operator will be the purchaser of the electricity of all priority producers that are supported in the form of a power purchase agreement and will distribute this power directly to the organized market. Currently, this function is performed by the Free Market Supplier, part of the OSHEE Group.
Also, this company will manage the renewable resources support fund, which is calculated and used to cover the costs of several support schemes.
One of them includes the differences payable, between the guaranteed price and the reference price for priority producers, support provided in the form of a contract for difference and premium payments to priority producers.
Another support scheme will be incentive tariffs for priority producers, support given in the form of agreements for the purchase of the energy produced by the state.
In parallel, according to the government's decision, it will be the Renewable Energy Operator, which will propose the operating model for energy from renewable sources, which are the sun, wind and water, based on the evaluation and comparison with the best practices of European Union.
Also, this company will propose to the ministry responsible for energy the systematic update of the renewable resources support fund, which will then be approved by decision of the Council of Ministers.
