"Increasing efficiency for the management of EU funds" - Bill: Transparency and improvement of standards
In the document published for public consultation, a draft law is proposed for some additions and changes "for the organization and operation of the Assistance Programs Audit Agency, accredited by the European Union".
With this draft law, it is intended to guarantee the functional independence of the Agency to perform its functions in accordance with the IPA framework agreements, following international good practices, and in the future to offer a high quality and standard work.
The draft law provides for the definition of the powers of the General Director and the Supervisory Council, according to the recommendations of the Department of Enlargement Policies in the European Commission (DG NEAR), in accordance with the IPA framework agreements. Meanwhile, the audit powers will be exercised by the General Director.
The draft law was drafted by the Assistance Programs Audit Agency, accredited by the European Union according to the recommendations of the Department of Enlargement Policies in the European Commission (DG NEAR). This aiming at an improvement of professional standards and a more efficient supervision of EU funds. This step comes as part of Albania's commitment to increase transparency and effective management of European assistance funds in the EU integration process.
The approval of this draft law is not associated with additional financial effects for the state budget, it is stated in the document published for public consultation.
