The Civil Emergency Fund should be distributed according to the risk faced by each municipality and not according to projects. The 2026 draft budget regarding protection against natural disasters was discussed in the Parliamentary Committee on Internal Affairs and Defense.
Currently, the civil emergency fund is distributed according to projects. Smaller, high-risk municipalities have more limited budgets. As a result, the MPs have proposed to avoid a situation where large, wealthier municipalities are unable to spend this fund, while smaller, more needy ones are left without funds in the summer.
The Director of the National Civil Protection Agency, Haki Çako, stated that the risk assessment in each municipality has begun.
He also focused on the problems caused by the rainfall in recent days, emphasizing that the municipalities most affected were Saranda, Delvina and Finiqi.
"The three most affected municipalities are currently Saranda, Delvina and Finiqi, where the entire capacity of the operational forces is concentrated to help residents who have suffered significant damage. Several bridges and one of the main embankments have been damaged ," said Çako.
The natural disasters that affect Albania the most are floods, then fires, earthquakes, and avalanches.
