Public plots double in the tourist season - Shkodra, pilot project for beach

Public spaces along the coastline increased significantly during 2025. According to the Minister of Tourism, Culture and Sports, Blendi Gonxhja, compared to 2024, public beaches have increased by 17.4%, adding over 1.1 million m² of accessible surface area for citizens.

Also, the number of public plots has almost doubled, from 523 to 1014 or 94% more during the 2025 tourist season. This development is considered a clear indicator of the orientation towards a more inclusive and balanced tourism.

Meanwhile, with the new regulation on the management of beach stations during the past year, beach areas were reorganized with priority given to public ones. During 2025, the division of the permitted beach area as private/public beach was carried out according to the linear length of the map, maintaining the ratio of 300 m of public space for every 1000 m of beach line. The regulation also contained a precise definition of the areas where entities that met the legal requirements such as beach stations, public beach areas, water areas permitted for swimming, as well as berths for watercraft, were operating.

Meanwhile, Minister Gonxhja announced the start of preparatory work for the new summer season in Shkodra. In a meeting with the Shkodra Municipality, the city's tourist potential and the management of beaches and the coast were discussed.

Currently, Shkodra administers around 215 thousand m2 of beach, of which over 165 thousand square meters are free spaces, creating opportunities for the implementation of a pilot project in the public interest and increasing the quality of services.

During the discussion, the need for clear rules on the use of plots, respect for distance standards between umbrellas and sun loungers, monitoring and cleaning of beaches, as well as punitive measures up to and including termination of contracts for violators was emphasized.

The focus was also on controlling abusive prices, developing summer cultural and sports activities, certifying coast guards, and strengthening the Coast Police in cooperation with the Municipal Police.

The goal of this model is for every municipality that administers beaches to implement legal obligations uniformly, guaranteeing more public spaces, transparency in management, and higher safety and quality standards for citizens and visitors.
