914 million euros of private investment in energy is needed - The energy transition requires the construction of solar and wind power plants, with a capacity of 600 MW
Our country foresees a significant need for private investment in the energy sector, as part of the transition to clean energy and integration into the European energy market. According to the Economic Reform Program 2026–2028, issued for public consultation by the Ministry of Finance, about 914 million euros of private investment will be needed for the development of new renewable energy capacities alone.
The document emphasizes that the energy transition is not limited to infrastructure improvements, but represents a profound transformation of the energy market, including operating rules, regional integration and social protection. One of the main pillars is the development of new solar and wind capacities, through a transparent and competitive auction system.
According to the program, our country aims to add at least 600 MW of new renewable capacities, mainly from solar and wind energy. To achieve this objective, private investments are expected to reach around 914 million euros, based on standard costs estimated by the International Renewable Energy Agency (IRENA). These investments are expected to be realized mainly during 2026 and 2027.
The program foresees that auctions will be conducted in phases, to allow for gradual market adaptation and integration of new capacities with the development of the energy network. The aim is to create a stable investment environment, which provides clear signals to investors and ensures competitive costs for consumers.
In parallel with private investments in energy generation, the document also emphasizes the integration of the Albanian market with regional and European Union markets. The creation of an intraday market and cross-border connection are expected to increase energy security and improve the management of renewable sources, which are characterized by high variability.
