What are the social housing programs? - From rental housing to "roof"

The Ministry of Economy, Culture and Innovation has published the new guide to social housing, an important document that aims to set a new standard for how 5-year housing programs are designed in the country.

This guide brings clarity and structure to the way social housing services are provided, focusing on 6 specific programs that aim to support vulnerable groups and individuals in difficult economic and social situations.

The first program is that of social rental housing. Through this program, housing that is publicly owned or owned by social owners will be rented to families in need. According to the guidelines, 80% of the beneficiaries of this program should be families with incomes from 0 to 100% of the family average.

The second program is related to the development of areas for housing purposes, which foresees the identification and planning of urban areas that can be adapted for the construction of social housing. The focus is on informally inhabited areas, illegal constructions that cannot be legalized, or old unused industrial areas. The third program focuses on low-cost housing. These apartments will be built in municipalities where market prices are high, but will be sold at a price below market value – without discounting below the cost of construction. The beneficiaries will be families with incomes lower than the average of the respective local unit.

The fourth program includes specialized housing. This refers to housing dedicated to specific groups such as the elderly, people with disabilities, victims of trafficking or domestic violence, and children without parental care. The fifth program aims to improve conditions in existing housing, both private and state-owned. With support from the state budget, municipalities can benefit from competitive grants to help families living in inadequate conditions.

And the sixth program, that for temporary housing, aims to provide short-term shelter for individuals or families in social emergencies, such as refugees, people displaced due to public or private investments, returned immigrants, or homeless individuals.

The Ministry emphasizes that this guideline is an important step towards a more fair, sustainable and inclusive housing policy, prioritizing the real needs of citizens.
