Hotel certificates only through e-Albania - Topuzi: The sector is formalized, but other standards need to be met
The government has approved a decision that focuses on improving the application process for the classification of tourist accommodation structures, by completely digitizing it through the government portal "e-albania".
Based on the latest changes approved at the proposal of the Ministry of Tourism and Environment, applications, verifications and sending of classification certificates will be carried out electronically, with an electronic seal and signature. This new system will enter into force as soon as the Tourism Management Information System is established and operational. But how is this decision viewed by experts in the formalization of the sector?
"It is a simpler process and facilitates the comings and goings, the sending of documents officially, and in the end, it is a self-declaration, which gives you the opportunity to self-declare, and in this case, it will help the process of formalizing the market, since the law that entered into force last year has not yet become functional. So the structures that will carry out controls, the municipalities, the ministry. It is now necessary to classify or certify accommodation entities, since we are talking about the fact that within 2027 we must complete the EU legal framework. And without a standard, it is useless to discuss. This is a process that is expected."
According to Topuz, the sector has a number of problems that need to be reviewed.
"The problem does not lie here, it lies in the standards that we must meet, for accommodation. We are still the only country that does not have star categorization, this should be a quick process as it has costs for the tourism industry. Suffice it to say, for meeting fire standards, they are an element that Europe does not compromise on."
The changes also provide for a more unified language in the documentation, replacing the terms “request” with “application”, and regulate the deadlines for the submission and processing of documentation. Any change in data that affects the classification of structures will have to be reported within 7 days through the portal. The decision aims to increase transparency, facilitate procedures for tourism entrepreneurs and help increase the quality of accommodation services in the country.
