Albanian prisons need personnel! 406 vacancies - Amendment in the Assembly: Recruitment with the Labor Code
Prisons in Albania have been facing staff shortages for years. And for this reason, an amendment to the 2020 law has been filed in the Assembly, which requires that employment in the prison system be carried out according to the regulations in the Labor Code and not according to the civil service law.
"One of the goals of the inclusion of the Directorate of Prisons and Institutions for the Execution of Criminal Decisions in the list of institutions, the work relationship of whose employees are regulated by the civil servant law, was to create a stable service that maintains and develops the capacities of the employees being recruited. However, during the implementation of the law, it was proven that this tool did not bring the desired effects as not only the vacancies were not filled, but over time even those officials who became part of the prison system have left or changed the institutions where they are employed. Such a thing has brought negative effects also due to the sensitivity of this institution in the justice system" is written in the relation of the amendment of MP Antoneta Dhima.
Referring to the relationship, there are currently 406 vacancies in the prison system.
"Prison overcrowding requires that vacancies be filled as soon as possible to guarantee the rights and dignified treatment of convicts and detainees. By changing the working relationship regime of these employees, a faster filling of vacancies will be achieved, directly influencing the increase of employees, the normalization of the workload, as well as the increase in the quality of the service provided and the respect of the rights of convicts and detainees" is written further in the relation.
The initiative is expected to be examined in committees and then passed to the parliament for the final decision of the deputies.
