Debts for OSHEE invoices - The stock of arrears reaches 80.89 billion lek

The total debt that customers have towards the Electricity Distribution Operator increased slightly during 2025, compared to 2024. According to official data from the Energy Regulatory Authority, the value of unpaid obligations towards OSHEE by household customers, state institutions, water utilities and businesses by the end of December 2025 reached 80.89 billion lek, from 80.43 billion lek at the end of 2024.
This change in the level of total debts comes as a result of the reduction in unpaid liabilities from businesses and household consumers, while the stock of debt for state institutions and non-budgetary clients, including water utilities, increased.
Thus, for the business category, debt decreased to 9.49 billion lek, from 10.34 billion lek at the end of 2024, while for family members it decreased to 45.16 billion lek, from 45.48 billion lek.
Meanwhile, for state institutions, the level of unpaid energy bills at the end of December 2025 reached 5.32 billion lek, up from 5.05 billion lek a year earlier. As for the non-budgetary category, arrears reached 20.91 billion lek at the end of 2025, up from 19.54 billion lek at the end of 2024.
