Debts to businesses reach 127 million euros - 9 months/ Municipalities significantly reduce obligations for investments and court decisions

The state has significantly increased its debts to businesses and citizens this year.
According to official data from the Ministry of Finance, the stock of arrears reached a total of around 12.7 billion lek in September 2025, from 9.9 billion lek recorded in June 2025, an increase of 2.8 billion lek or around 28 million euros.
The increase is also noticeable in relation to March 2025, where liabilities were 9.4 billion lek and December 2024, where the stock was around 7.3 billion lek.
Compared to the end of last year, liabilities have increased by 50 million euros.
Of the total debt accumulated by June 2025, the central government accounts for 7.3 billion lek and the local government accounts for approximately 2.8 billion lek. What is noticeable is that the central government has increased its stock of liabilities compared to the end of June 2025 by 2.4 billion lek, while the local government has recorded a decrease in liabilities by approximately 800 million lek compared to June 2025.
As for the category of arrears, the largest share is occupied by those for public investments, given that throughout this year there have been a large number of construction sites opened to provide better services to citizens.
Specifically, investment obligations reach a value of around 5.2 billion lek, an item which has increased at the central government level and decreased at the local government level.
On the other hand, the stock of liabilities for court decisions for unfair dismissals or business complaints amounts to 1.9 billion lek, and has suffered a slight decrease compared to previous quarters.
The "other" category accounts for nearly 1 billion lek of total liabilities and has been declining.
The stock of arrears fluctuates continuously from one quarter to the next depending on open public works, but the government's commitment and the obligation of local governments is to follow a repayment trend until they are completely zeroed. The figure compared to previous years is significantly lower.
