The car insurance market has undergone significant changes during the first five months of this year. According to the Financial Supervisory Authority (AMF), the average premium for domestic MTPL car insurance continued to fall, this time by 2.1%, as a result of the implementation of the new bonus-malus scheme and specifically the damage history factor, where cars with zero accidents during 2025 paid a lower insurance premium than before. In other words, in January-May there were more drivers who were rewarded with more favorable insurance prices, due to good driving behavior.

On the other hand, the other two motor insurance products, the Green Card for vehicles registered in Albania that travel abroad and the Border Insurance for vehicles with foreign license plates that circulate within the territory of Albania, continue to decline. Statistics speak of 2% less premiums for the Green Card and 8% less for the Border Insurance. The Financial Supervisory Authority emphasizes that the decline is a consequence of the facilitation of the movement of vehicles towards border countries, members of CEFTA.

The market structure has not changed. The Non-life segment continues to dominate, accounting for 90.6% of the total. Gross written premiums reached about 9.6 billion lek, an increase of 5%, while gross claims paid reached about 3.6 billion lek, an increase of 19%.

Mandatory motor insurance remains the dominant portfolio of the Non-life market, accounting for 66% of it, with gross written premiums reaching around 6.3 billion lek, and gross paid claims reaching around 2.4 billion lek, up 5.6%. Meanwhile, the number of contracts and claims appears relatively stable, with moderate increases of 1.5% and 2.5%, respectively.
