Albanian Development Bank, towards the deposit insurance scheme? - Parliament asks ASD for its inclusion, while strengthening measures to protect savings

The Deposit Insurance Agency should continue strengthening its capacities to guarantee the protection of citizens' savings and to align with European Union standards. This is one of the recommendations that the Albanian Parliament has approved for the institution for 2026, after reviewing its activities during the past year.
According to the Assembly, over the past year, the Deposit Insurance Agency has maintained a stable financial and institutional position, reflected in the increase in total assets to around 77.8 billion lek. However, in 2026 it should further strengthen its operational capacities, crisis management procedures and business continuity plans, in order to respond quickly and effectively in cases of intervention or compensation of depositors.
The Deposit Insurance Agency, in coordination with the Bank of Albania and under its leadership, should follow and assess institutional, regulatory and prudential developments related to the Albanian Development Bank, with the aim of assessing the possibility of its inclusion in the deposit insurance scheme, in case the activity of this institution falls within the conditions and criteria set out by the legislation in force for deposit insurance in the Republic of Albania.
It is also required to continue technical and financial analyses for the gradual approximation of the deposit coverage level to European standards, while simultaneously guaranteeing the financial sustainability of the scheme.
The Deposit Insurance Agency should strengthen institutional coordination with the Bank of Albania, the Ministry of Finance, the Financial Supervisory Authority and other institutions of the financial safety net, in order to increase the effectiveness of crisis prevention and management mechanisms.
