Electronic auction for personalized license plates - DPSHTRR opens the tender for the creation of the platform
The General Directorate of Road Transport Services has announced the opening of the tender for the creation of an interface, a platform for the electronic auction of personalized license plates.
Unlike auctions where you have to physically attend, an electronic auction is a type of auction that is held online. An electronic auction provides the opportunity and freedom to bid from any location connected via the internet.
According to the document published by the Public Procurement Agency, the interface and application will be a complete and reliable platform for managing and developing personalized license plate auctions.
The platform will offer opportunities for registration, bidding, online payments and will have control over the auction process by specialists and the auction commission, which deals with the publication of classified license plates for sale at auction, auction announcement, bid management, issue tracking, payment processing and real-time data synchronization.
The Web interface will be accessible by administrators, the auction committee, specialists, and users to manage accounts and bids in the auction.
Meanwhile, a personalized license plate is a license plate that contains a maximum of 7 characters (numbers from 1 to 9 and letters of the English alphabet including the letters Q and W). The number of characters, the combination and the formation of the personalized license plate are selected by its buyer, in compliance with the criteria set out in the Internal Regulation of the General Directorate of Road Transport Services.
On the other hand, any individual who owns or uses a vehicle for personal use has the right to apply for a personalized license plate. If the vehicle was previously equipped with a regular license plate, the applicant must submit this license plate in advance in order to receive the new license plate.
Payment of the fee for the personalized license plate gives the buyer exclusive rights to the license plate, as well as its transfer from one vehicle to another. Also, in order to transfer a personalized license plate, it is mandatory that the road vehicles between which the transfer is made belong to the same vehicle category (from car to car). Also, the transfer can only be made if the vehicle to be equipped with the personalized license plate is younger than the other vehicle, or has a higher market value, or the vehicle was manufactured in the last 3 years.
To be equipped with a personalized license plate, the starting price is 100,000 lekë, but this value varies depending on the selected message (number of characters, combination, etc.). The Premium collection license plate has a starting price of 250,000 lekë and the final value of the license plate is determined by the different bids at the auction. Meanwhile, transferring the personalized license plate to another vehicle costs 30,000 lekë per case.
