Albania is progressing in the implementation of the National Reform Agenda through funds received from the Growth and Reform Facility, part of the Economic Growth Plan where our country will benefit in total from 922 million euros.

At the first meeting of the Monitoring Committee, Wim Ulens from the Delegation of the European Union to Albania stated that Albania's fiscal performance has improved, while the country has also made progress in terms of public finance management. However, many challenges still remain in terms of financial reporting, the environment and climate change.

"We have 3 requests for you in terms of microfinancial stability, budget transparency and financial management. It must be said that Albania's fiscal performance has improved, however, general challenges remain related to demographic and climate change. There has been progress in the areas of public financial management where several strategies have been adopted. Areas that need to be improved are PPP, public asset registration where we expect more progress. You have a good law on the organic budget, but we demand improvement in financial reporting. You accept the recommendations, but implementation is lagging, there is a need for improvement here too", said Ulens.

According to the Director of the State Agency for Strategic Programming and Aid Coordination (SASPAC), Eridana Çano, the Growth and Reform Facility is a preparation grant for EU membership, while assisting Albania in implementing the required reforms.

“This instrument should accelerate reforms and strengthen our economy, empower our people, digitalize society, green our energy system, which is quite difficult, and consolidate the rule of law. It is designed not only to finance the reforms mentioned in my opening speech, but also to ensure that every euro is linked to verified results, and this is very important. On December 24, the first set of reforms was reported. Regarding the private sector and economic strength, steps were taken to reduce bureaucracy, introduce merit-based appointments in state-owned enterprises, and strengthen revenue collection. For citizens, this means fewer obstacles to doing business and more trust in public enterprises,” Çano emphasized.

Also present at this meeting were representatives from line ministries or other state institutions, who reported on the progress of reforms implemented in each of the areas covered by their ministries.
