Albania has undertaken a series of environmental and climate commitments within the framework of the Green Agenda, but for these commitments to translate into tangible results, it is essential that they are supported by financial resources, planned and managed in a sustainable manner. At the National Conference “Budgeting with Integrity in Albania”, organized by the Institute for Democracy and Mediation, the ways in which policies should be translated into concrete budgetary projections were discussed, proposing the integration of green budgeting into the public finance framework.
"The adaptation costs are certainly relatively high for the modest budget that Albania has. They reach 6 billion for the next 10 years or 0.6 - 1% of Gross Domestic Product per year. It is suggested to integrate the green budget into the existing framework of public finance management. The same thing that happened with gender budgeting, which was decided, was defined by law and now the ministry defines a fund, where last year it was about 700 million lek", - said public finance expert, Klodian Muço.
According to environmental experts, climate change, renewable energy, or the circular economy are key challenges for the country, so smart budgeting, especially at the local level, must be based on strategy.
"The connection of national policies with policies and actions that occur at the central level has a very large fragmentation. Today, all municipalities should have already implemented parts of the Energy and Climate Plans, which should be based mainly on the law "On Climate Change" and the law "On Energy Efficiency", as well as on the strategies and action plans for climate change that are at the national level, but the municipalities that we monitored did not have these plans", - said expert Kristi Bashmili, from the All Green Centre organization.
The importance of environmental policies being accompanied by concrete budgetary forecasts is a necessity not only to effectively respond to the challenges of climate change, but also in terms of fulfilling the conditions for membership in the European Union.
