Forest and pasture management - Reference prices for project design and public investment planning
The Ministry of Environment has issued for public consultation a draft decision that aims to unify the way in which works are carried out in the forest and pasture fund throughout the country. The draft foresees the approval of norms, technical standards, base prices and best practices for all operations related to the administration, regeneration and use of forests and pastures.
According to the document, for the first time in almost 40 years, labor rates and utilization standards will be updated to adapt to market realities, technical developments and sustainable management practices. The calculated base prices will serve as a reference for project design, financial calculations of municipalities and planning of public investments in this sector.
Works in forests and pastures will be divided into four categories, according to the difficulty of the operation, based on the minimum wage and the corresponding indexation coefficients. The draft sets new standards for afforestation, cultural logging, mountain settlements, forest management, construction of dams for erosion protection, as well as the inventory of forest and pasture territory.
According to the explanatory report, the act aims to strengthen the administration of the forest fund, increase work efficiency and protect biodiversity, ensuring that activities are carried out in a unified manner by public institutions and private entities.
