Should citizens pay the same for earthquakes? - Experts: The premium should be

The draft law on mandatory earthquake and flood insurance, in the opinion of experts in the field, needs further improvements before being approved.

Thus, while the draft stipulates that a number of criteria be taken into account when calculating the earthquake insurance premium, experts suggest that this premium should be the same for everyone.

"I say that if we have to make a simple national scheme, we should make some improvements to the calculation and have a minimal calculation, although it may not be the most correct, but it would greatly simplify the work of anyone who would take it on, be it the fund or the insurance companies that will issue policies. In a way, the National Scheme is a contribution for everyone, without having major differences because the earthquake may have a different epicenter, and we all have to contribute equally because the national scheme is like this: you pay for me today, so for me it would be good to have the same premium for everyone and the same compensation for everyone. Because someone could say that I also have a house in a block that costs 500 thousand euros, 100 m 2 and another house that for the same square meters does not make that much. And the compensation will be 20 thousand euros for the one whose house is 100 thousand euros and for the one whose is 500 thousand euros it is many times less. So it is very difficult to "A national scheme will make everyone happy when the moment of compensation comes," said Agena Stratobërdha, Property Insurance Expert.

"An equal premium for everyone is the basis of all evaluation and solidarity and most countries apply it like this, including New Zealand and Turkey. Because if we were to make a categorization, the part that is poorer or that is in buildings from before the '70s would have a very high risk and would pay a much higher premium and the part of the new buildings would not have to pay because they normally do not have a risk ," said Ervin Paçi, Civil Engineer, Pedagogue.

According to the draft law for calculating the premium for mandatory earthquake insurance of homes, it takes into account how seismic the area is and classifies homes according to the level of risk.
