State material reserves take on a new role - From emergency warehouses to an instrument for market crises

The government has strengthened the legal framework for state material reserves, giving this mechanism a more active role in coping not only with natural disasters, but also with economic crises and market disruptions. According to the decision published in the Official Gazette, the reserves will also be used in cases where the market does not guarantee a normal supply of basic goods, turning the state into an intervening actor for stabilizing emergency situations.
Unlike before, the law provides that material reserves serve directly for the protection of the economy, including supporting sectors affected by crises, civil emergencies or extraordinary situations. This means that in cases of shortages, supply disruptions or severe impacts from natural disasters, the state can activate reserves to guarantee the minimum functioning of the market and basic services.
The decision also strengthens the role of regional material reserves directorates, giving them clear powers for immediate intervention on the ground, in coordination with local governments. This aims to avoid bureaucratic delays and ensure a faster response to emergency situations, especially in areas most affected by floods, earthquakes or other crises.
Another element is more flexible management of reserves. The law allows for the replacement, renewal, sale or donation of reserve goods, to avoid their depreciation and expiration. In parallel, the use of reserves is also foreseen for humanitarian aid, both domestically and abroad, in accordance with international norms.
With these changes, the state's material reserves move from a passive storage role to an active instrument of economic and social security, in a context where supply crises, civil emergencies, and economic insecurities are becoming increasingly frequent.
