63.7 million lek from procurement fees - Which contracting authority complains the most to the PPC?

The Bulletin of the Public Procurement Commission reports 158 complaints from economic operators regarding tenders in October.
Meanwhile, in the 10-month period, a total of 1008 complaints were filed. According to the complaints in the process phase, 61 are for Standard Tender Documents, 96 are for bid evaluation and one for other matters.
While dividing them by type of contract, most complaints are for goods, which are 85, 56 for services and only 17 for work.
According to the bulletin, local government continues to have the highest number of complaints, reaching 52 complaints for procurement procedures, followed by joint stock companies with 40 complaints, independent companies with only 19, and the central government with 19 complaints.
But how much financial fees have been collected in the state budget?
According to data, in 10 months, 63.7 million lek in financial fees were collected from the state budget at the conclusion of the review of procurement procedures.
Meanwhile, to focus on financial fees collected as guarantees for procurement procedures, in October they are around 35 million lek, while for 10 months they are around 218.7 million lek.
On the other hand, financial fees returned to Economic Operators at the end of the review for the month of October were estimated at around 18.6 million lek, while for the period January-October they are around 138.5 million lek.
