4 new wastewater treatment plants - New World Bank-supported project to protect the southern coast

Protecting the southern coast, improving water quality, and meeting European Union environmental standards are the focus of the new CARE4BlueSea project, supported by the World Bank Group. The project, which aims to reduce pollution in the Vjosa River and along the Vlora coast, will bring significant investments in sanitation infrastructure and waste management, with direct impacts on communities and tourism.
According to the envisaged plan, CARE4BlueSea will ensure: increasing waste collection service coverage from 75% to 90%, building four new wastewater treatment plants, improving sanitation conditions for around 40,500 residents, and campaigns to change behavior towards plastic pollution and promote the circular economy.
The Ministry of Environment and the National Agency for Water Supply, Sewerage and Waste Infrastructure will lead the implementation of the project, while municipalities, the private sector and civil society organizations will pilot initiatives for differentiated waste management and the reduction of plastic at source.
During the project launch event, World Bank Group Regional Practice Director Sameh Wahba said that CARE4BlueSea's integrated approach aims for long-term solutions for the environment, intervening in parallel in tourism, water, waste and climate adaptation. While the Minister of Environment, Sofjan Jaupaj, praised the initiative as an important step towards meeting EU environmental and climate requirements.
