263 million euros in unpaid employee insurance - Businesses will be forgiven 30 million euros if they repay them within the year

Businesses that have not paid their employees' social security contributions for years will have the opportunity to be relieved of any fines or late payment interest for violating deadlines, if they meet the condition of paying the arrears by the end of this year. According to official data from the General Directorate of Taxes, by the end of 2025, the stock of social security obligations will reach 26.3 billion lek or about 263 million euros.
Referring to the law "On the cancellation, extinguishment and payment of tax liabilities to the central and local tax administration and of liabilities payable to customs", which has started to be applied from May 15, fines and late payment interest for social and health insurance, belonging to tax periods until December 31, 2014, which result calculated or registered in the taxpayer's account, will be deleted, but again the obligation for the contribution will remain.
While Article 6 states that "Administrative penalties (fines and late fees) for social and health insurance, pertaining to the tax periods from January 1, 2015 to December 31, 2024, that result calculated or recorded in the taxpayer's account, are deleted on the condition that 100% of the contribution is paid by December 31, 2026."
In other words, if businesses or public institutions that have unpaid social security and health insurance obligations for employees undertake to repay them within this year, they will be removed from the list of debtors and will not pay penalties.
According to a recent report by the Supreme State Audit Office, the number of debtor entities amounts to around 120 thousand businesses and the value of fines and late payment interest is approximately 30 million euros.
With this law, the government aims to make things easier for businesses by removing them from the list of debtors and increasing budget collections.
