Montenegro, President decrees 25 laws for EU integration - Milatović: In

Montenegrin President Jakov Milatović changed his mind and decided to enact the 25 laws that he described as “assessed as unacceptable” and that he had planned to return to the deputies “for reconsideration”. According to Milatović, the expectation that they would be seriously reconsidered by the Parliament would have no effect. “The current composition of the Parliament is such that the laws, unfortunately, will be adopted without reading and substantive debate. That is why I declared the laws adopted, because if they were returned to the deputies, with the expectation that they would be read and seriously reviewed, they would have no effect”, Milatović noted in a press release.

On February 2, in two extraordinary sessions, MPs approved without debate 25 laws that were considered necessary to meet the criteria in the country's EU accession negotiations, but the next day the President said that the laws would be returned to MPs, as "European reforms do not simply mean raising hands in Parliament."

The Minister of European Affairs reacted by saying that the President was "taking on the role of the main obstacle on the European path."

At the same time, media reported that such a decision "could slow down the closure of some negotiation chapters in March or April."

In a press release, the President denied allegations that he wanted to slow down the country’s EU accession process. “Everyone in Montenegro knows the truth: the path to the EU is hindered by the obstruction of the election of judges of the Constitutional Court, by the situation in the fields of security and justice, by non-transparent agreements with the United Arab Emirates, by a weak economy and party recruitment,” the Montenegrin head of state noted. Milatović added that “the path to the EU is hindered by the fact that we do not have laws on the Government and the Assembly, and by the lack of progress in electoral reform and by persons connected to crime holding high state positions.”
