Kosovo, the constitution of the assembly fails - Kurti resigns before being sworn in as an MP, but the mandates are not verified
The Assembly of the Republic of Kosovo held its constitutive session more than two months after the parliamentary elections.
The agenda included the formation of the Temporary Committee for the verification of the quorum and mandates of the deputies, the swearing-in of the deputies, and the election of the Speaker and Deputy Speakers of the Assembly.
As the winning party in the elections, the Vetevendosje Movement has the right to propose the speaker of parliament, who is elected with 61 votes. Meanwhile, Albin Kurti has resigned from the post of prime minister before being sworn in as an MP. He announced this in a letter addressed to the Secretariat of the Parliament.
"Since March 23, when the full four-year mandate of our government ended, the government has been in office/resignation. In accordance with the Constitution and the laws in force, with the statement I gave and accepted by the CEC on March 27, 2025, and with my public stance of the same day, I have effectively resigned along with the government cabinet," the letter states.
The deputies of the ninth legislature of the Assembly of Kosovo have failed to approve the report of the temporary committee for the verification of the quorum and mandates of the deputies. This report was opposed by the Democratic Party, the Democratic League of Kosovo and the Alliance for the Future. 52 deputies voted in favor of the report of the temporary committee, 46 against and 11 abstentions.
PDK Chairman Memli Krasniqi said that they did not vote on the report of the committee for verification of quorum and mandates, as they consider it unconstitutional.
After this, the Speaker of the Kosovo Assembly session, Avni Dehari, adjourned the constitutive session.
