Kosovo, auction for wind energy - Projects with a capacity of up to 150 MW are

The Ministry of Economy of Kosovo started the first phase of two planned auctions for wind energy. The target capacity for the first round is 50 MW to 100 MW, out of a total of 150 MW.

Qualified companies can submit documentation, bid for power purchase agreements and contracts for difference with a duration of 15 years. The plan envisages two auctions with a total of 150 MW.

At the presentation, the officials announced that they will receive the pre-qualification documentation by February 20. The Ministry intends to publish the list of qualified firms in March. Final bids will be opened in August and winners will be announced in September.

Companies will be required to design, build, operate, maintain and decommission wind farms. The maximum price is 80.2 euros per MWh and the lowest bid submitted without value added tax will win. According to a previous brochure, the accepted price will be adjusted every 12 months, based on the inflation rate for the sector.

Kosovo has tremendous wind energy potential, official sources of the ministry explained. About 17% of the territory has winds over six meters per second, while in mountainous areas they reach eight meters per second.

Wind capacity factors range between 28.2% and 32.2%, which translates to up to 2.82 GWh in annual output per 1 MW of installed capacity, the ministry said.

Other earlier documents show that individual wind projects would be run by firms in which the government would have a stake of up to 49%. The Ministry of Economy intends to use funds from the International Monetary Fund for Resilience and Sustainability in the development of 150 MW. The purpose of the public-private partnership scheme is to reduce the risk for private investors.

Kosovo has only three wind energy facilities: Selac, also known as Bajgora, with a capacity of 104.1 MW, Kitka (32.4 MW) and Golesh (1.35 MW).
