“Germany cannot meet climate targets” - Emissions in transport, construction sectors hinder progress
Germany will fail to meet its 2030 climate targets unless significant policy changes are implemented, the government's climate advisers said in a published study.
The independent Expert Council on Climate Change, which is supposed to review the country's climate performance at regular intervals, said Germany will not meet its goal of cutting greenhouse gas emissions by 65% by 2030 compared to 1990, mainly due to the transport and building sectors.
The council said last year that Germany was likely to miss its greenhouse gas targets.
Ahead of the national elections on February 23, the council said the report formulates requirements for an updated climate action program that the new government must submit within one year of taking office, under the Climate Protection Act.
Although greenhouse gas emissions have been declining recently, contributing to the overall achievement of annual targets, the pace will need to increase by 50% from this year to reach the 2030 goal, according to the council.
The Council noted progress in reducing emissions in the energy sector and in industry, which was recently hit by the energy crisis and economic downturn in Germany.
The decline in emissions gained momentum in the period 2014-2023, compared with 2010-2019, but the outlook remains bleak for the construction and transport sectors, as many internal combustion engine cars are still being registered, the council said.
