Foreign investments in the military industry? - The Security Committee is strengthened/ What new powers does it receive in the field of defense?
The Defense and Security Committee, established by law as an important link in decision-making regarding guaranteeing the country's interests in this field, will have additional powers.
Referring to the decision approved in the Official Gazette, in addition to what was previously provided for in the law, the Defense and Security Committee will have the right to assess the development of foreign investments in the military industry, in implementation of state policies in the field of defense and security, in cases where the potential presence of foreign influence is evidenced.
It also ensures that the development of the military industry is in line with long-term security objectives and the directions set out in the National Security Strategy, including planning for possible conflict scenarios, prevention and strategic defense initiatives; evaluates risk analyses for potential threats, such as geopolitical tensions, cyberattacks, hybrid threats, terrorism, ensuring that security systems and weapons development plans respond to these threats.
This Committee will have the competence to evaluate and guide development programs in the field of security and the military industry, based on strategic importance, urgency of need and potential impact on national security; evaluate and guide policies for the supply chain for critical military components, including raw materials and high-tech components, which are essential for the development of new weapons systems, to be safe and sustainable; evaluate the ethical implications of new weapons technologies, such as autonomous weapons, artificial intelligence systems and weapons of mass destruction.
The Committee may consult with legal experts on ethics and international organizations to ensure that developments in the military industry do not conflict with ethical norms or international law; and approves a plan of measures to prevent, reduce and cope with risks and threats related to critical infrastructure, cybersecurity and other national security interests.
