Britain-France, migrant agreement enters into force - Scheme allows

The UK-France migrant deal has come into force, with restrictions set to start by the end of the week. The "one in, one out" pilot scheme allows the UK to return some people who have crossed the English Channel back to France in exchange for asylum seekers with links to Britain. The partnership was signed last week and has now been approved by the European Commission.

This will apply to new arrivals, while those who have already crossed the territory will be "stopped immediately upon arrival." There have been reports that under the scheme, only 50 people per week will be returned to France.

In exchange for those who are returned, an equal number of people will be able to enter the UK legally, provided they have not previously attempted illegal entry. They will also be subject to strict documentation and security checks.

The move comes as 2025 is on track to be a record year for crossings. Approximately 25,436 people have already made the journey this year, 49% more than in the same period in 2024.

The average crossing rate is around 800 per week, so this figure needs to increase significantly for the message to start getting through to people trying to make that crossing.

The goal is for asylum seekers to believe that "the risk of being returned to France is so great that it is not worth spending their money and paying smugglers" to make the crossing.

The scheme is set to run until June 2026, pending a long-term deal. The Conservatives have called the pact a “surrender deal” and said it will make “no difference”.
