The European Commission expressed confidence that a deal allowing the UK to participate in the EU's main defence programme will be concluded within the next two weeks.

Brussels and London have been in talks since the summer months to allow Britain's participation in the SAFE program, which aims to strengthen joint purchases of European-made weapons.

EU member states have until the end of November to submit national plans showing how they will use their shares under the 150 billion euro loan scheme.

"Our hope is to reach an agreement before the end of November. We are engaged in deep and very effective talks. We are moving at a very fast pace and we aim to close the partnership around the middle of the month," said a bloc official.

The SAFE programme includes a European preference, under which at least two-thirds of any purchase financed by the scheme must be produced within the EU. As a third country, the UK's contribution is currently limited to 35%. But if the deal is reached, Britain will be treated as an EU member state without restrictions. This exemption already applies to Norway, Ukraine and Iceland.

The British government will also be able to participate in joint purchases with other European countries, although it will not have access to EU-issued loans. However, many member states are expected to be happy with London's inclusion in the program, as the country is a major exporter of defense products. The bloc accounts for a third of total British defense exports from 2019 to 2023.
