US with new artificial intelligence plan/ Eases environmental regulations and significantly expands exports
The Trump administration has released a new artificial intelligence plan that aims to ease environmental regulations and significantly expand exports to allies in an effort to maintain the American advantage over China in critical technology. President Donald Trump released the plan in a speech in which he laid out the dangers of a technological arms race with China, calling it a war that will define the 21st century.
The plan, which includes about 90 recommendations, calls for the export of American AI software and hardware abroad, as well as a crackdown on state laws deemed too restrictive to let it develop, a marked shift from predecessor Joe Biden's approach that limited global access to AI chips.
An expansion in exports of a full suite of AI products could benefit chip giants Nvidia and AMD, as well as AI modeling giants Alphabet's Google, Microsoft's OpenAI and Meta.
Biden feared that US adversaries like China could exploit artificial intelligence chips made by companies like Nvidia and AMD to power its military and harm allies. The former president, who left office in January, imposed a series of restrictions on US exports of artificial intelligence chips to China and other countries, which he believed could divert semiconductors to America's main global rival.
Trump rescinded Biden’s executive order, which aimed to promote competition, protect consumers, and ensure that artificial intelligence was not used for disinformation. He also rescinded Biden’s so-called AI proliferation rule, which limited the amount of American AI computing capacity that certain countries were allowed to obtain by importing AI chips into the US.
The artificial intelligence plan, according to a senior administration official, does not address national security concerns about Nvidia's H20 chip, which powers artificial intelligence models and is designed to walk the line of previous restrictions on access to Chinese chips.
The plan also calls for accelerating data center construction by easing environmental regulations and using federal land to accelerate project development, including any power supplies.
The administration will seek to establish new exemptions for data centers under the National Environmental Policy Act and improve permits under the Clean Water Act.
