New rules for drivers - Effective from August 5th/ Anyone caught drunk driving

Drivers must comply with the new traffic rules, otherwise they will face stricter measures. The amendments to the Road Code, which enter into force on August 5, stipulate that the driver of a vehicle who is found driving without a driving license will have his/her right to obtain a driving license from the driving school system postponed for a period of 1 year as an administrative penalty.

When the driver of the vehicle is a minor, the deadline for obtaining a driving license from the driving school system is postponed for a period of 2 years from the moment this right arises according to the legislation in force.

The amendments to Article 5 of the law stipulate that for drivers of vehicles who have been equipped with a category B driving license within the last two years, the permitted blood alcohol limit is 0.0‰; the maximum permitted speed is 90 km/h on highways and main interurban roads, as well as 80 km/h outside residential areas.

Violations of these restrictions are punishable by a fine of 5,000 to 15,000 lek, the license is suspended for 1 month, and the points are removed. After the end of the 2-year probation period without violations, the restrictions are automatically removed. While for those caught in violation and have at least 10 points removed, the period of restrictions is extended by 1 year.

One of the most important changes in the Highway Code is the one related to the use of alcohol. Thus, when a driver of a vehicle is found to have an alcohol level higher than 0.5 grams per liter (g/l) in the blood and this driver has been previously found and punished for driving under the influence of alcohol or while intoxicated, in case of repetition, the measure of permanent revocation of the driving license is taken.

Drivers who engage in speeding, posing a serious risk to road users, especially in urban areas, including aggressive maneuvers, frequent lane changes without signaling, and anti-social behavior on the road will face higher fines, ranging from 20,000 to 60,000 lek.

The changes also prohibit the use of hand-held mobile phones while driving other vehicles, including bicycles, motorcycles up to 50 cc, and motorized skateboards.
