The European Union and Ukraine have reached an initial agreement on agricultural trade. The pact envisages the reinstatement of quotas and tariffs on some types of products.

The European Union and Ukraine have reached an initial agreement to revise the free trade pact and determine Kiev's future agricultural exports to the bloc.

The EU temporarily suspended tariffs and quotas on Ukrainian agricultural products in June 2022, following Russia's invasion, to help Ukraine offset higher export costs through the bloc. The decision came as Russia threatened traditional shipping routes in the Black Sea.

However, the measures were halted earlier this month after a surge in imports of wheat, chicken and sugar from Ukraine sparked protests in neighbouring countries, particularly Poland. The bloc has now reverted to its pre-war trade deal with Kiev, with tariffs and quotas limiting agricultural goods.

The revision will fully open the EU market for less sensitive products, such as fermented milk or grape juice, while for butter, skimmed milk powder, gluten and oats, quotas will increase to the highest level in recent years.

For products such as sugar, chicken, eggs, wheat, corn and honey, increases in EU quotas will be limited. No additional volume will be allowed for other types of meat.

Ukraine will also open its markets to the bloc's meat and sugar. It will also commit to complying with the Union's agricultural production standards, regarding animal welfare and pesticide use, by 2028. A final agreement must be approved by EU members.

The European Union is Ukraine's largest trading partner, while Kiev is the third largest supplier of agricultural products to the bloc.
