Daylight Saving Time will be permanent in the US - House of Representatives

The U.S. House of Representatives overwhelmingly approved a bill that would make daylight saving time permanent and end the practice of changing clocks twice a year, which has been in effect in most of the United States since the 1960s. The 308-117 vote sends the bill to the Senate. However, states will have the option to opt out of year-round daylight saving time if they do not currently observe it or have previously chosen to permanently maintain standard time.

Supporters say that changing the clock disrupts sleep, increases workplace injuries and contributes to more traffic accidents. They also argue that keeping daylight saving time year-round would provide more natural light in the evening hours and boost economic activity during the winter months.

On the other hand, critics warn that it would cause the sun to rise an hour later in the winter, forcing schoolchildren, workers, commuters, farmers and other professionals to leave their homes in the dark. In some areas, during the height of winter, the sun would not rise until around 9 a.m. or even later.

President Donald Trump has made repeated calls to end the biannual clock change and strongly supports the measure, with the White House saying on Tuesday that it would "eliminate the time, hassle and cost involved in changing clocks twice a year, saving Americans hundreds of millions of dollars each year."

The bill still faces opposition from Senator Tom Cotton, a Republican from Arkansas, and other lawmakers. Cotton has argued that permanent daylight saving time would result in very late mornings in the winter and force children in many parts of the country to go to school in the dark.

On Monday, House lawmakers rejected a request to vote on an alternative proposal that would have made standard time permanent, instead of daylight saving time. Meanwhile, Airlines for America, a group representing major airlines, raised concerns, saying the bill would “have significant implications for aviation.”

In May, the House Energy and Commerce Committee voted 48-1 in favor of the Daylight Saving Time Act. The Senate voted unanimously in March 2022 to make daylight saving time permanent, but the House never passed the measure due to opposition. Only Hawaii and Arizona do not observe daylight saving time. The United States used daylight saving time year-round during World War II and re-enacted it in 1974, citing the need to reduce energy consumption. But it proved so unpopular that Congress repealed it later that year.
