Public transport in crisis - The number of buses and vans will be reduced by 40%
After repeated calls for subsidies to cope with rising fuel prices, which received no response from institutions, public transport associations have decided to take drastic measures. Starting from April 15, they will reduce by 40% the number of buses in Tirana and the fleet of vehicles in the districts, including buses and vans.

The associations state that, despite repeated requests and a meeting with the institutions on April 1, 2026, no concrete support measures have been taken. According to them, there is no compensation scheme for the increase in fuel prices, no action plan to ease the financial burden, no deadline for intervention has been given, and no review of fiscal elements such as excise duty, VAT or turnover tax has been initiated.

This situation has significantly worsened the financial situation of operators, forcing them to reduce service by 40% as an emergency measure to cover costs.

"The National Association of Public Transport and the Association of Urban and Interurban Transport inform citizens that, despite the issue raised for weeks and the meeting held on 01.04.2026 with the responsible institutions, no concrete support measures have been taken for the public transport sector to date. Thus, we conclude that:

a) No compensation scheme for the increase in fuel prices has been approved, despite the repeated request of operators;
b) There is no official decision or action plan to ease the financial burden of the sector;
c) No concrete deadline has been given for intervention by the responsible institutions;
d) No process has been initiated to review fiscal elements that directly affect operating costs (excise duty, turnover tax, VAT).

This lack of reaction and concrete action has significantly worsened the financial situation of the operators, who are now in extremely difficult conditions to cope with the continuation of their activity.

As a result, we would like to inform you that, starting tomorrow, we will reduce the number of vehicles in circulation by reducing the public transport service fleet by 40%, as a mandatory measure to cope with this emergency situation.

We call on citizens to understand and anticipate travel times, emphasizing that this situation does not result from the will of the operators, but as a direct consequence of the lack of timely institutional intervention.

"The associations remain open to dialogue and cooperation, but emphasize the need for immediate and effective intervention ," the announcement states.
