Albania's digital transformation, Rama at the "Ruhr Summit": We reinvented the relationship between the citizen and the state

At the European innovation and entrepreneurship forum, "Ruhr Summit", held in Bochum, Germany, Prime Minister Edi Rama focused on the role of artificial intelligence in governance, administration, and the European integration process.
“Bureaucracy built more for control than for services, papers, stamps, signatures, queues, endless corridors. Every administrative procedure became a pilgrimage. Every office had another office. Every signature required another signature and behind every counter stood someone who possessed something more valuable than the document itself. The power to make a decision. Every stamp was a small counter. Every signature another key, every queue another reminder that power still belonged to someone else and behind these many doors stood an outstretched hand, which was the architecture of power that we inherited and the challenge before us was never to digitize forms, but to re-conceive power itself. Because here we come to corruption. Corruption is not simply a moral failure, it is an architectural failure. It flourishes wherever the power of unnecessary decision-making survives, it grows wherever ambiguity becomes normal, it lives where citizens have to ask someone else for something that is rightfully theirs.
We made a choice. Not to modernize governance, but to reinvent the relationship between citizens and the state. Digital brick after digital brick, service after service, and today Albania has more than 1,000 fully digital public services, and for all these services, which constitute approximately 95% of the total services, citizens do not need to go anywhere or meet anyone, they simply need to click on their phones,” said Rama.
