Rental income in 2025 was 221 million lekë - AAPSK: Funds are supporting justice

The Agency for the Administration of Sequestered and Confiscated Assets (AAPSK) participated today in the National Symposium "From Confiscation to Public Interest: Challenges and Perspectives of the Administration of Confiscated Assets", organized in Tirana with the participation of representatives of the judicial system, law enforcement institutions, international partners and experts in the field.
In their speech, the representatives of the AAPSK emphasized that the confiscation process does not end with the court's decision, but continues with an equally important phase - asset management - to guarantee the preservation of their value, the protection of the public interest, and the inability to return the products of criminal activity to its perpetrators.
“AAPSK is not simply an administrative institution, but an integral part of the justice mechanism, which directly contributes to strengthening the fight against organized crime, corruption and money laundering,” they emphasized.
Presenting developments in recent years, the representatives focused on the institutional transformation of the AAPSK through the modernization of procedures, increased transparency, strengthening cooperation with local institutions and international partners, and ensuring the most efficient administration of seized and confiscated assets.
In this context, they announced that income from asset management continues to increase year on year. Income from leasing assets under management reached around 159 million lekë in 2024, while in 2025 it increased to 221 million lekë, or around 39% more. A significant portion of these funds has been used to support justice and security institutions, proving that confiscated assets can become an important resource for strengthening the state itself.
Another priority identified was the social use of confiscated assets. The objective is not only their economic management, but also the creation of value for communities, through the transformation of these assets into community centers, social institutions, educational spaces and public services, in line with European best practices.
In their speech, the representatives of AAPSK also highlighted the challenges that accompany the administration of seized assets, such as their maintenance, the administration of functioning businesses, the professional valuation of assets, and the need for specialized expertise.
According to the AAPSK, the success of the system depends on close inter-institutional cooperation between law enforcement agencies, the Special Prosecution Office, the courts, the Asset Recovery Office, financial institutions and the AAPSK, highlighting the important role of the judiciary in ensuring effective asset management.
In conclusion, the representatives of AAPSK emphasized that European integration requires not only the harmonization of legislation, but also the building of institutional capacities according to European Union standards. In this context, AAPSK has expanded cooperation with international partners and counterpart institutions in Italy, France, the United Kingdom and Kosovo, as well as with organizations such as GIZ, UNODC and UNICEF, with the aim of building modern administrative models and increasing institutional professionalism.
The symposium brought together representatives of the judicial system, the AAPSK, the Asset Recovery Office (ARO), Partners Albania and international experts in a joint panel, who discussed the challenges of confiscation, administration and reuse of assets in the public interest, as well as the need to strengthen inter-institutional cooperation and approximation with European standards.
