The joint instruction of the Ministry of Economy, Culture and Innovation and the Ministry of Finance that determines the fees for the services provided by the National Institute of Cultural Heritage (IKTK), as well as the method of their administration, has been published in the official gazette.

The instruction sets out a series of fees related to applications for permits to intervene in material cultural property, transformative developments in the territory, archaeological services, such as surveillance, excavations, observations, surveys, as well as services related to the Technical Archive of the IKTK.

The application fee for a permit to intervene in tangible cultural property is 10,000 lek, the same for all categories such as cultural monuments, historical centers, protected areas, etc.

For major infrastructure developments such as roads, highways, ports, residential centers, mining projects, etc., the application fee is calculated at 100 lek per m² of developed area. Archaeological field supervision has a fee of 20,000 lek/day, while archaeological excavations and surveys cost 70,000 lek per m³.

For projects that require intensive archaeological observation, the fee ranges from 50 thousand lek to 500 thousand lek, depending on the area of ​​the project.

Fees have also been set for the services of the Technical Archive of the ICTK, for providing technical documentation, in various formats, physical or digital.

The revenues from these fees will be used 100% in the state budget for certain categories of services and 90% in the institution's budget and 10% in the state budget for interventions that require more in-depth interventions or specialized expertise. All public institutions at the central and local level, which are in the role of investor or developer of public facilities, are exempt from paying the fees.
