How the mining industry is changing - Government plans towards large operating units
The mining industry is in a phase of major change, moving in another direction, that of creating large operating units.
During the last two years 2024 - 2025, the Ministry of Infrastructure and Energy has revoked a total of 27 mining permits, for two main reasons:
1. They have had no activity for more than 1 calendar year
2. They have not made the rehabilitation payment.
Sources from the Ministry of Infrastructure and Energy report that the new strategy for the development of the mining industry will rely on operating through large units, which include not only exploration and exploitation, but also mineral processing.
This is because the market and the current performance of the mining sector are clearly starting to exclude micro-mining activities. Just as the market and the sector excluded overlapping mining permits about 10 years ago, which were common practices
This goal is also served by the establishment about 1 year ago of the Institute of Excellence for Raw Materials, also at EITi, which is creating the basis for the assessment of mineral reserves with an orientation towards critical and strategic raw materials.
Currently, there are several entities that have expressed interest in investing in this field. One of them is the company CVMR, which has already acquired the status of strategic investor.
So yes, according to MIE sources, it is going to another level as it can no longer continue with individual initiatives that do not even meet security conditions, and nothing else.
Albania, according to Vision 2030, is obliged to apply the European legal framework in the mining sector as well, thus giving importance to minerals that are already useful for the industry and for the innovative field and for the innovative part of the industry, and by creating large and powerful units that create economic efficiency and no longer with small mines with outdated technology.
