Albanian citizens prefer to buy and use a used vehicle rather than a new one. This is also confirmed by the fact that the businesses selling cars imported from abroad have expanded significantly and now, in addition to traditional markets such as Italy, Switzerland and Germany, South Korea is dominating the market, because you can import a car with a newer production year and at a more reasonable price. On the other hand, this is also significantly related to economic reasons and the inability to afford a vehicle purchased at a dealership.

Official data from the General Directorate of Taxes shows that Albanian citizens paid 65 million euros in taxes on used vehicles throughout 2024, up from 59 million euros paid the previous year, marking an increase of 10.6%.

The used vehicle tax is annual and is calculated based on the type of vehicle, age, fuel and engine displacement.

The older a vehicle is and the larger the engine displacement, the higher the annual tax that must be paid.

The following are exempt from paying the annual used vehicle tax: vehicles owned by embassies and international organizations that enjoy diplomatic status, vehicles blocked by decision of judicial bodies, vehicles with temporary deregistration, vehicles owned by disabled people, and agricultural vehicles.

During 2024, 99,441 vehicles were registered for the first time, of which 83,223 were cars, 53.6% of them were aged 9-15 years and 26.1% over 15 years. While new vehicles up to 8 years old account for a very low percentage.

The obligation to pay the Annual Used Vehicle Tax belongs to the owner of the vehicle and must be paid before the vehicle's technical inspection is carried out.

The vehicle owner who fails to pay this tax within 10 days of the end of the stipulated validity period will pay a late payment interest equal to 0.06% of the amount of the unpaid obligation for each day that the tax has not been paid.
