Albania, significant progress in the energy market - EU report: By June 2026, prepare to join the European one

Albania is progressing with cautious steps in transport, energy, and trans-European networks.
In the latest European Commission report for 2025, Albania is presented with an average level of preparation in several key areas of the economy, including transport, energy and trans-European networks. While some recommendations have been partially implemented, challenges remain.
In the transport sector, Albania has adopted legislation to split the railway company into separate entities and set up a road traffic monitoring centre with intelligent transport systems. However, progress is limited. The Commission recommends the adoption of a new National Transport Strategy and Road Safety Strategy, as well as the completion of the reform of the Albanian Road Authority.
In the field of energy, Albania has made significant progress, especially in the internal electricity market. Priorities for 2025 include the adoption of the National Energy and Climate Plan for the period 2021–2030, strengthening the Energy Efficiency Agency, and preparing to join the European energy market by June 2026.
Albania has made some steps in developing transport and energy networks, but many projects remain in the preparatory phase. The Commission calls for the acceleration of the implementation of the five-year TEN-T plan and the launch of investments for the European Transport Corridor Western Balkans – Eastern Mediterranean. It also calls for fuller compliance with EU legislation on energy networks.
As Albania moves towards European integration, progress in strategic sectors such as energy and transport shows the will for sustainable reforms. With the implementation of the Commission's recommendations and well-focused investments, the country has the potential to strengthen the economy and improve the lives of citizens in line with European Union standards.
