Albania, tax-free for pensioners from abroad - Draft law, pension income is exempt from tax

The government aims to return Albania to a preferred residence destination for foreign retirees and the Albanian diaspora, by promoting what is called the "silver economy".
In the draft law submitted for discussion in the Parliamentary Committees for amendments to the "law on income tax", it is proposed that income from pensions and other similar rewards, received from a foreign country, according to the legislation of that country, by individuals who are tax residents in the Republic of Albania, be exempt from personal income tax.
This proposal comes as a necessary response to the new demographic and economic dynamics in the region, in conditions of strong competition to attract residents with stable incomes from developed countries. In this context, the draft law cites that the removal of tax barriers for pensions received abroad gives the Republic of Albania a strategic advantage.
The proposal of this draft law sends a clear signal and invitation to the Albanian diaspora, as this tax exemption serves as an efficient incentive instrument to encourage them to spend their retirement years in their homeland.
According to the document, foreign pension income represents a category of stable and predictable income, usually received from pension systems of European Union or OECD countries. The exemption from taxation on this income makes Albania more attractive from a fiscal point of view as a place of residence, and also leads to an increase in local spending (rent, utilities, food, private healthcare, tourism).
Moreover, foreign pensioners are considered as potential buyers of housing, small investors in services and tourism and in this perspective the proposed exemption aims to increase financial security for long-term settlement and stimulate private investment, without the need for direct budgetary incentives. This consumption creates a multiplier effect on the economy, generating indirect revenues for the budget (VAT, local taxes, indirect contributions).
Given that these incomes have not benefited from the Albanian social security scheme and these persons have not historically contributed to the domestic system, the draft law assesses that the tax exemption does not create an additional burden on the social security budget or long-term obligations for the Albanian state. This makes this proposal not have a budgetary risk, compared to other tax exemptions.
From a macroeconomic perspective, the domestic economy is expected to benefit significantly. The arrival of these residents will increase consumption, investment in real estate, and demand for services, which generate significant revenue for the state through value-added tax and other consumption taxes.
