Albania towards “Smart City” - 118.5 million USD agreement with Abu

The Albanian government has approved a loan agreement with the Abu Dhabi Fund for Development to finance the Smart City camera system project under the administration of the state police. The agreement, which is expected to be ratified by the Parliament, provides for a loan of 118 million and 500 thousand dollars to finance the project.

According to the report filed in Parliament, this project aims to increase the level of public security, by installing electronic systems to better monitor and control the territory and by providing information to prevent or solve incidents.

It also aims to strengthen the technical infrastructure in the Republic of Albania, to ensure a safe environment by taking advantage of artificial intelligence technologies. Referring to the report, the project objectives are in line with the vision of the Albanian government, to provide smart city and traffic management solutions that improve urban management in the country.

The project aims to transform Albania into a safe and digitally advanced country, using artificial intelligence technologies.

Also, this draft law is in line with the National Strategy for Development and European Integration 2022–2030, where one of the strategic goals is to strengthen public order and increase community security parameters.

The project includes the installation of 2,239 ANPR (automatic number plate recognition) cameras and 2,602 PTZ cameras for traffic monitoring and violation identification. In addition to the traffic monitoring and violation identification cameras, 3,816 body cameras will be installed for the police, which will be connected to a centralized system for surveillance and rapid response, to guarantee transparency and professionalism in their actions.

Meanwhile, to improve safety on roads and highways, 100 intelligent radars and 100 noise sensors will be installed to monitor speed and traffic safety.

This project will enable real-time monitoring and identification of vehicles circulating on road axes, considered of priority interest for the State Police, as well as at all border checkpoints.
