What is the number of properties that are taxed in Albania? - 1.2 million assets, registered in the fiscal cadastre

About 1.2 million property units are registered in the Fiscal Cadastre. Referring to the data of the Ministry of Finance, based on the sources of the State Cadastre Agency, the declaration itself and the data registered by the municipalities, the number of taxable property units is 797,331 (where around 385,243 property units which are not complete with information apply the rules of presumption in order to calculate the tax value) as well as the number of property units complete with information about 412,088 units.
Also, the data disclosed by SCAN show that the system also has a database for plots, where out of 554,626 units, 294,409 are arable units and 260,217 are land units.
Given that based on the law in force, one of the functions of the General Directorate of Property Tax is the training of the staff of the local self-government units, responsible for the administration of the tax on real estate, during the period January-August 2024 DPTP has developed online trainings and has provided assistance for solving various problems related to the legal framework and the use of the Fiscal Cadastre system, with the municipalities: Delvina, Libohova, Librazhd, Pustec, Berat, Mat, Vora, Saranda, Kolonje and Roskovec.
From the data recorded in the Central Register of the Database for the Calculation of the Local Tax on Real Estate "building" (Fiscal Cadastre) it results that for the period January-August 2024, registrations and updates of 2,629 property units were carried out, which are identified in the system by the municipalities of Mat, Delvina, Libohova, Librazhd, Kolonje, Korca, Përrenjas, Mirdita and Sarandë from where 392 registrations of existing property units identified by OSHEE's customer registry source which are not complete with information and 2,237 updates of existing units were carried out.
Currently, the database structure of the Central Database Register for the calculation of the local tax on real estate "building" (Fiscal Cadastre) is based on 3 sources: State Agency of Cadastre (ASHK); Self-declaration of taxpayers and data recorded by municipalities. Income from the building tax in 10 months is recorded at 6.6 billion ALL.
