How much will properties cost from January 1, 2026? - Map with new prices in 12 regions of the country. Coast, over 2000 euros/square meter

From January 1, 2026, properties in Albania will cost more. The draft law of the Ministry of Finance that determines the new reference prices in 12 regions of the country, excluding only the Municipality of Tirana, will soon go to discussion in parliamentary committees to pave the way for approval and entry into force.
But what will the new prices be and in which district will buying real estate be more or less expensive?
Referring to the draft, the cheapest region where you can buy an apartment from next year is Shkodra, where the minimum price starts from 10,500 lek/m2 for the Fushë-Arrëz Municipality to 75,000 lek/m2 in the Shkodra Municipality.
In the Gjirokastër district, the minimum price starts at 17,000 lek/m2 in Memaliaj and reaches a maximum of 63,000 lek/m2 in Gjirokastër.
In the Berat district, the minimum price starts at 26,000 lek/m2 in the Skrapar municipality up to 55 thousand lek/m2 in the city of Berat.
In the Fier region, you can buy an apartment starting at 32,000 lek/m2 in Patos and going up to 62,000 lek/m2 in the city of Fier.
In the Korça district, Kolonja has the cheapest official property sales prices, recorded at 31,300 lek/m2, reaching the maximum in the first zone of the Korça municipality with 70,000 lek/m2.
For the Kukës region, it starts from 32,000 lek/m2 in the city of Bajram Curri to 58,000 lek/m2 in Kukës.
In the Lezha district, from 36,000 lek/m2 in Milot to 70,000 lek/m2 in Shëngjin.
In the Dibër district, reference prices have been set from 40 thousand lek/m2 in Klos to 52 thousand lek/m2 in Peshkopi.
For the Elbasan Region, from 40,000 lek/m2 in Belsh to 60,000 lek/m2 in the city of Elbasan.
For the Durrës region, from 43,000 lek/m2 in the city of Shijak to 200 thousand lek/m2 in zone 13 of the city of Durrës.
For the Vlora district, from 31 thousand lek in Finiq to 200 thousand lek/m2 in zone 7 of Vlora, which corresponds to the island of Sazan.
Meanwhile, in the Tirana district, prices vary for Kamza, Rrogozhina, Vora and Kavaja, with the cheapest being in Rrogozhina at 46,000 lek/m2 and the highest price reaching Kamza, up to 75 thousand lek/m2. While reference prices within the city of Tirana currently apply up to 228 thousand lek/m2 in unit no. 5.
According to the methodology, the average reference prices are based on sales of the last 4 years, location and urban system, and a forecast for future real estate market trends. They are categorized into property types such as: building, house, apartment, garage, basement and commercial unit.
The price per square meter for commercial, service or production units within buildings is 1.5 times higher than the reference price of the value zone where they are located, while for Tirana this category is twice as high. Above the reference prices set by the Ministry of Finance, the Municipal Councils will have the right to move plus or minus 30%.
