As for some new roads the application of payment for the passage is foreseen, the government has established the National Road Operation Entity, which will provide the service. The decision approved at the last meeting of the government foresees the creation of the company, as the Ministry of Infrastructure and Energy represents the state as the owner of 100% of the shares. According to the decision, EKORR has as its object of activity not only the operation of toll roads, but also the maintenance of the operating infrastructure, such as toll booths, the production and distribution of monthly subscription tickets (subscribers) for toll road users, collection of the fee, etc. Also, this company will have as its object of work the monitoring and coordination of the operation service on the toll roads, the operation of which is carried out by the respective concession companies. This, unless it is provided otherwise in the relevant concession contracts.
According to the decision, for the toll roads, which are not in concession contracts and are maintained by the Albanian Road Authority, EKORR will conclude a special agreement with the Albanian Road Authority for the performance of activities. In the special agreement, among other things, provisions are provided for the collection of the fee and other revenues from the operation of the road, as well as for the fee that EKORR receives for performing the relevant activities. The initial capital of the company will be 50 million ALL, while its activity will be financed from its own income.
