Increased safety of imported and domestic meat - Strengthened rules for the trade and use of veterinary products in animals

The government will strengthen the rules for the trade, production, import, export, supply, distribution, control and use of veterinary medical products, as well as for monitoring their safety after market entry, as a requirement for membership in the European Union.
Setting clear requirements for the quality, safety and efficacy of these products aims to limit the risks that may be posed to animal health and public health.
Specifically, the draft law submitted for public consultation creates a central pharmacovigilance database and creates the premises for this database to communicate with the European database, thus establishing a single pharmacovigilance database for all medical products authorized in the country and in the EU.
According to the draft, each product must be permanently identified down to the box size, combating counterfeiting.
The draft law creates the possibility of unlimited validity for the Marketing Authorization by removing the previous restriction according to which if a veterinary medical product was not placed on the market within 3 years of obtaining the Marketing Authorization or was placed on the market for 3 consecutive years, the Marketing Authorization would lose its validity.
The draft law also unifies the procedures for requesting and issuing authorization to market veterinary medical products.
The draft also imposes the obligation of registration and inspection for manufacturers, importers and distributors of active substances in a database.
On the other hand, the draft also defines the obligations for wholesalers, the rules for retail sales and the validity of veterinary prescriptions. Specifically, the online sale of non-prescription products protected by a common European logo on authorized sites that are not subject to veterinary prescription and are not used in food-producing animals is legalized in the country. The validity of a prescription for antimicrobials is set at a maximum of 5 days from the date of issue.
Rules on the use of veterinary medicinal products are also defined, restrictions are placed on use in food-producing animals, rules for use in exceptional cases (called "cascade use"), and withdrawal periods are tightened to ensure food safety.
Imports of animals and meat from third countries are prohibited if they allow prohibited substances (such as stilbenes). Animals treated for therapeutic purposes (documented) may only be traded after a withdrawal period has been observed. The draft gives importance to traceability, stipulating that any treatment carried out must be recorded in veterinary certificates or animal passports.
