New rules for activities in cultural monuments - Concerts and festivals, with a

Cultural, artistic and scientific activities taking place in cultural monuments, historical centers, archaeological parks and other protected areas will now be subject to a new approval procedure.

The instruction of the Ministry of Tourism, Culture and Sports, no. 3, dated 21.5.2026, has entered into force, which defines the conditions, criteria and procedures for granting approval of cultural or scientific interest for activities that take place in these areas.

According to the instruction, concerts, festivals, art exhibitions, theater performances, scientific conferences, educational activities, film shoots, as well as other initiatives of a cultural and promotional nature will be able to be organized at cultural properties.

To obtain approval, organizers must prove that the activity contributes to the promotion of cultural heritage and does not compromise the physical, historical or archaeological integrity of the property where it takes place. It is also required to submit a detailed protection plan and a risk assessment for the safety of monuments and participants. Technical equipment, lighting, sound systems and temporary structures must be designed and used in such a way as not to create negative impacts on the monuments and the surrounding environment.

Interested entities must apply through the e-Albania electronic platform, at least 15 working days before the activity takes place. The Ministry will review the documentation and, if necessary, conduct on-site inspections before granting approval.

During the approval process, organizers will also be assessed on the basis of the importance of the activity for the public, the impact it has on the promotion of cultural heritage, the artistic and professional level, and organizational capacities. Institutions will take into account the organizer's experience, as well as the way in which the flow of participants is managed, to ensure the safety of cultural assets and the public.

The guideline also provides clear obligations for organizers, including preserving cultural property, reporting incidents, and restoring the previous state after the activity ends. In case of violations or damage to cultural property, the minister may immediately revoke the approval and the organizer is held liable for the damage.

The purpose of these rules is to enable the development of cultural activities while guaranteeing the protection and preservation of the country's cultural heritage. Monuments and historical spaces should continue to be accessible to the public and cultural events, without compromising the values ​​they carry for present and future generations.
