Innovation, underground electrical substation in Tirana - Investment, EBRD approves 22.5 million euro sovereign loan for OSHEE
The European Bank for Reconstruction and Development has approved a 22.5 million euro sovereign loan for the Electricity Distribution Operator. The loan will be used for investment purposes, and more specifically to finance the construction of a 110/20 kV underground substation in the center of Tirana, the first of its kind in our country.
According to the EBRD, the costs for the construction of the substation were initially estimated at 14.5 million lek. However, the final technical design, developed by an external specialist consultant, revealed an increase of around 8 million euros. “This increase is mainly attributable to inflationary pressures on raw material prices, improved project specifications and the inclusion of final technical requirements,” the EBRD said.
For this project, in September last year, the EBRD opened a 2-phase tender, inviting economic operators to express their interest. The first phase closed in December, while qualified companies will be invited to participate in the second phase, until the signing of the contract. The opening of this tender came after the one conducted earlier by the EBRD for the provision of technical assistance in relation to the preparation of the detailed design, tender documents and requirements, procurement support, supervision of the project implementation, etc., which led to the determination of the final costs for the construction of this substation. According to this contract, the works were expected to be completed in March 2026.
The 110/20kV electrical substation will be located near Skanderbeg Square, in Tirana, while the project foresees the use of gas technology for the equipment that will perform the control, protection and isolation of the energy systems in this substation.
